Though the observation of the disposition thus
manifested could not but be attended with a
degree of regret on the part of those whose who
were presenting the business on the part of Government business it was on this occasion to pursue so act on the
part execution the plans of government, yet that matter if mired with
emotion was not in any degree accompanied
by surprize, much less an object a subject of complaint
or censure.
It is When a measure of a public nature
is brought forward from which particular individuals
or bodies of men apprehend – damage
to themselves (an inconvenience from whence it
is scarcely possible that any extensive public
measure can be altogether exempt) it is the
right of on the part of individuals and a duty on the art of
those who are in trust for them have their interests in charge to use
such lawful a and warrantable means as appear calculated
to avert the damage repel the evil.
Government on its part being by its situation
enabled and by its duty bound to think
and act for the whole: to weigh interest against interest, and to
take such part as upon the whole promises to be
productive of most benefit with least damage, Government
though not inattentive to the loss wishes
that had been expressed did not regard itself as being at
