I suppose your Lordship to have before you
the statement of the proceedings in relation to the establishment
as contained in my examination dated the 28th
of June 1798 and printed by order of the House of Commons
in the Appendix to the 28th Report of the Committee of
Finance. I suppose your Lordship to have read the Letter
dated Treasury Chambers 4th May 1798 and signed Charles
Long, printed in pp.65 of that same Appendix, in which
the "Lords Commissioners of his Majesty's Treasury" are made
to say "they have always felt a disposition to carry into
"effect the Contract"... "for the erection of a Penitentiary House"
"whenever a proper spot of ground for the purpose of
"the said building could be obtained": a disposition so warm
and so sincere, on the part of those whose province it is
to act & think for their Lordships, that from that time
