2. That in the mean time, all expedients, not attended with
too much risk & trouble, should be devised & set to work
for finding or making pretences for putting an end to the businesses
at once. —

3. That accordingly obstructions in as great number and
vanity as possible should be secretly... and produced
in the several offices, collateral or subordinate, through which
the business might have to take its course; or at any rate
that any such obstructions as should happen to arise, as
if it were of themselves, out of any natural perversity and ill
humour, or incapacity, or out of the intrigues of parties hostile
to the measure should be carefully laud hold of supported &
improved.—

4. That accordingly at the same time that I was encouraged
and even commissioned and compelled to enter into negotiations
with the several parties interested in any way in the land,
the possession of which was necessary to make up the spot
pretended to be designed for me, the commission should be
so contrived that while the steps necessary to be taken by me
in the execution of it would be unavoidably productive of
such inconvenience and initiation on the part of the individuals
interested as might involve me in disputes at least and
probably in law—suits, all means of affording a remedy or
so much as a termination to such inconvenience should be
studiously withheld from me.—

5. That besides such eventual law—suits, expedients should
be employed for leading me into as many sources of expence
as possible: care being taken never to afford me the smallest
supply that could be withholden from me to help enable me
to defray & support such expence. N.B. A circumstance that
would naturally render this part of the plan of operation
the more promising is — the knowledge that had been obtained through
