Narrative

February 20th 1800. In lieu of the money commission given to me
to proceed upon a sham treaty never intended to be concluded.
Sec §.5

III. Application the third. Commencement the
1799. Subject, the purchase of certain lands, the property of
Henry Wise of the Priory near Warwick Esqr. Purpose completion
of the allotment for the Penitentiary Establishment by
an addition for which provision had been made in the Deed
whereby in October or November 1799 I was at length appointed
feofee for the purchase of Ld. Salisbury's lands. Result —
Treaty spun on without any intention of compleating it, &
kept unconcluded without any obstacles to the conclusion of
it to the great vexation and damage of the gentleman
conceived till the exit of the administration of which Mr. Long
& his official superiors formed a part. —

IV. Application the fourth. Commencement the
1799. Subject — number of Prisoners to be built for. Result —
After an official notice (dated 25th March 1800) that two thousand
was the number I was to prepare for (being one
thousand added to the number originally stipulated for X
acceded to) by the expence of the additional number was,
without objection to the sums, made use of as the
sole ostensible but sufficient ground for stopping the execution
of the whole plan. Resolution to that effect (half
disclosed by an anonymous communication to the House
of Commons, dated 14 July 1800: — registered in the Treasury
Minutes) 17 August 1800; not communicated to me till
some months afterwards viz: by the insidious letter of
24 March 1801: nor then, but on the occasion of the
change of Ministry: communicated, with the support of
additional pretences to the House of Commons 12 June 1801 —
