to be covered but at Spring tides: but, by a trench, with
which it might easily be surrounded, the situation of it
might be rendered similar to that of a Ship at moorings:
in a word to that of the present Hulks. It would be accessible
by water only: it would have no communication with
the land. It has not a house (I suppose) within a mile
of it or more, except one inconsiderable new built House close
built by or for &
occupied by a
Brickmaker —
to the River, which I am told is a Public-house, and from
which it is distant, at least half a mile. From Lord Cholmondeley's
&c. (a) it is, I suppose, two or three times as far as the
present Hulks are. —

As the money would be to be replaced by me, I
could not, till I had the benefit of the permanent building,
with its intended situation, do with less than the rate of
allowance made at present for the Hulks: (which is £20..10s..7d 1/2
a year per head:) because it is only out of the difference between
that money and the stipulated £12 a head, that I could
save enough, to replace the £10,000, by the time of its being
wanted for the permanent building. That the fund out of
which. this saving is to be drawn may be sufficient, it is
necessary moreover, that I should be assured of a certain member
of prisoners, for a certain time: say 1250, for at least 1 1/2
years. 1460 was the number stated to me, a few days ago,
as being at present on board the Hulks: besides 2 or 3 hundred
in different Jails, transferrable to the Hulks: therefore there could
be no difficulty on the part of Government to engage for that
number during that time. The labour of the Prisoners, is a
fund too uncertain to reckon upon, in a place so confined in
point of room, in a situation so remote from the seat of
traffick, and so unfavourable to the reception of Visitors and
Customers. Employ them I certainly would, to the very utmost:
