be so much narrowed, and the difficulty and expence of
communication for that purpose, so much encreased, that, for
so short a period after the commencement of the institution,
no expectation of returns, to a certain amount, could be safety
built upon that ground.

The Building would indeed be but a wooden one: but
so are the Hulks: so are even some of the Prisons in which
French Prisoners are kept on land: and which consequently
are without the securities, that would be possessed by this
proposed prison, in common with the Hulks, besides the
much superior securities that are peculiar to it: — and it
is its being a wooden one, that enables me to answer so precisely
for the time. It would be mounted on piles: with two
or three little Forts or Watch houses, erected for greater security
at convenient distances from it.

Designs for a Prison, upon the same principle (the
Inspection Principle) for 10,000 French Prisoners, are preparing by
order, from the Admiralty. The benefit, of whatever science and
attention is bestowed upon that structure, would be shared by
mine.

The mode of payment, it should be my study to adapt
to the convenience of Government. I suppose there would be
no objection to my receiving £2 or 30,000 on the signing of the
Contract (say a month hence) and the remainder of the
£10,000 might be spread over a space of 2, 3, or even 4 months.

The experiment would thus be tried, with little or
no extra advance: and moreover, without any ultimate
expence to the public. For, supposing the Penitentiary
Plan abandoned altogether, whatever money I could have
proved myself to have disbursed upon it, would, (I suppose)
be restored to me, somehow or other, at the public expence
it
