respect and in consequence of such its incorrectness, has been
and still is in the highest degree prejudicial & injurious
to me. —

At the time when a copy of the Report with this
article of it first presented itself to my view, which was
not many days after the date of it, the mention of the
place (the Treasury Chambers) together with tis situation in
the mass of regularly authenticated articles among which it
is inserted passed upon me so effectually as a sufficient
mark of authentication, that at the time, and indeed till
very lately, the want of a signature did not attract my
notice. It was not till t'other day that having occasion to
bestow upon that document a more particular examination
for a particular purpose a question that immediately commanded
my attention was — who the individual could be
who would take upon himself to make averment of the
matter of fact in question, and to be eventually responsible
in proper place and time for the truth of it: and great
was my surprize in finding that, in my copy at least,
there was no such individual marked out by name, and
that supposing the original manuscript paper to present the
same deficiency, the communication which, to my conception
afforded me so much cause of complaint is in the fact an
unauthenticated — perhaps a spurious one — at any rate an
anonymous one.

Such being the case in regard to this particular document
— my next enquiry was — whether in the usage of office,
the omission of a formality, which though it be a formality,
is in respect of the inconvenience and abuses which might
result from the omission of it of such substantial and practical
importance, had any thing of precedent to justify or
excuse it. Examining in this view the whole mass of papers of
which this article forms a part, I found one class of cases &
