Sir
I now take up the pen in obedience to the
first part of the Letter under Your signature dated
the 4th instant viz. what is therein said to me
in relation to the proposed Penitentiary Establishment.
Sir
Permitt me in the first place to observe that in
relation to a supposed letter of mine some
little misconception has seems some time or other to have
taken place. Your abovementioned Letter sets out
in these words.—'In answer to your Letter of the 15th
ulto on the subject of the erection and maintenance
of a Penitentiary Establishment House at Milbank.
I am commanded and so forth. Thus far Sir
Your Letter.
The only Letters I ever addressed to his Majesty's
Treasury on this or any other subject since the entrance of the present Administration
into office date the one of them
the 8th of May 1810, the other the 25th August 1810:
those of May August having no other object than
the giving information of a trespass committed on the land
in question, and that of May being in answer to
a letter with which I had been honoured in the preceding
day by Mr Secretary Wharton, and of which
was on this subject was was that mentioned by you as
above, I take the liberty of considering this of the
8th of May 1810 as being this which you had in view.
