Letter II
In this Letter I observe two distinct questions.
1. In the first you give me to understand say to me as follows that
"before his Majesty's Government came to any decided
"determination in regard to the erection of the said
"Penitentiary House, My Lords desire to be expressly
"informed by you, whether you would
"undertake to carry the plan into execution, and
"enter into a contract for building a Penitentiary
"House upon the limited scale ("limited" is your
"word) for 500 persons and upon what terms?"
In answer to this, Sir, it is not without much extreme
regret that I find so much reason for observing after
so explicit an assurance as in my letter of May had
been given of my doing what depended on myself towards
the carrying the Penitentiary Plan into execution
instead of my corresponding assurance of a
corresponding Inspection on the part of their Lordship,
I find nothing more encouraging than a repetition
of a question put to me by under a former Administration,
and which in my abovementioned address to their present
Lordships I had stated myself as having, to
my own compleat understanding, "no other object purpose than
"the placing the business in the situation in which it
"has remained ever since".
