Nevertheless forasmuch as the pen is already in my
hand and that the commands decision of their Lordships
have put in your hand to receive express information, Sir, this so preemptory aspect
I proved, with that simplicity plainness which I hope will
not be deemed inconsistent with the request this request due to their
Lordships station, the express information so desired.

In the first place, Sir, the term "limited" which
I am sorry to see adopted from an the former administration
above spoken of, is by far too important material an
one to be passed over without observation.

Limited, Sir, with submission, Sir, is a term
which differs very far from being [an] expression of the real
nature of the case. A scale for 2000 persons—
the number I was at one time flattered with—a scale
for 1000 persons the number on the appearance of which
my property and my expectations in life were
embarked—both these, Sir, were limited scale.
A scale for 500 persons was likewise, it is true,
a limited scale, but what is more it was a
reduced scale. Why then not call it by its a
reduced scale? Why not call it by this its proper
name? Because: if expressed by that its proper name
it would have expressed and laid open to view, the light the
act of irresistible and arbitrary power, by which in
breach of an engagement too notorious to admitt of dispute,
and without any the smallest pretence that
darest venture into the light, one half of that engagement
was in substance violated, and this for the undisguised purpose
of pursuing the way
to a violation of the
whole.
