Letter II
The way being thus prepared by this observation, I
proceed now to submitt my answer.
1. I most decidedly will not upon any terms
undertake to carry what is called the plan but
which in fact would be but half the plan into
execution, in any other case than that of finding
it taken out of my power to carry into execution the
whole of it. No personal advantage to myself should
any such be offered to me is capable of inducing me to
deprive out of the number of 1000 persons in that unhappy
situation half that number of the benefits which I
am as confident as ever of being able to bestow
which with unabated confidence the plan continues to present itself
to my eyes as perfectly calculated to bestow.
1. The waste of public money which would be the
inseparable consequence concomitant of such a reduction is a circumstance
which I am sorry it should on this occasion
prove necessary for me to present to their Lordships .
In small part of the expence would be exactly
the sum for the greater number with the lesser
and could be reduced in the same proportion with
the greater number nor to any proportion at all.
1. In this case is a great part of the official Establishment:
all the superior branches, and an indeterminate
number of the inferior ones. The constantly resident
Deputy Governors: the constantly resident attendant Chaplain: the constantly
resident attendant Medical curator:
Porters at the Gates: Instructors, nature and number not determinable
antecedently to experience.
