Letter II

It must not only be a gain in economy but such a gain as shall
for the relation of justice good faith
is in the present.

Gentlemen may forget but really, Sir, it is not in
my power to forget that all this is a most
pointed and even acknowledged/evidence violation of good faith: that the scale of 1000 which
I am now so coolly called upon to see reduced join in reducing to
half, is a scale that was eighteen years acceded to eighteen years
ago, acted upon in both sides year after year for a long course of
years, stated as acceded to, stated as binding
as far as any thing can be binding on those whose station
is above law, stated in this way over and over again never
deceived by any of those who of it had not been true
were by every call of conscience and reputation
continually called upon to deny it.
