Panopt. Letter II. Females. Cancelled. Reduction of numbers.
From that part of the expence which concerns the Building,
I should, if I understood the concern at all, as declared in my former Letter stand exonerated.
But for the whole Official Establishment, let it consist
of what it may, I should myself have to furnish the expence.
The fund for this would be no other than the head money
and commercial profit upon the Prisoners. But in
the case of the smallest proposed number viz. 700 this fund would be
reduced to little more than half, being as 700 to the 1300.
This upon the supposition that the 700 were to be all males
and thus production in respect of them all the concern capable
of yielding its profit. But upon the who by the supposition
as above, of these 700 then not to be 300 females, in
respect of whom the concern is not to be production: number
of profit-yielding prisoners reduced to 400: less than a
third of the standard number viz. 1300. The fund Supply then
which I should have in my hands would in case
of the supposed reduction be reduced to less than one
third: the demand upon it remaining the same.
Note, Moreover that To the above in case of the addition
of Female Prisoners an official establishment composed of that sex
would also be to be added added.
