When antecedently to the addressing on the submitting to Mr Pitt in 1792 Jan in the beginning of the year 1791 my Penitentiary
proposal in its first state I had found means [to cast
a glare glance on and, if I recollect right,] to obtain a copy
of, the contract then with Mr Duncan Campbel for the
maintenance of the pr Convicts on board the Hulks,
I found it I think at between twenty and thirty pound a year
(the absolute sum is not material), per head. In venturing to
submitt this proposal I mentioned as one public advantage good that might attend
capable of being deduced derived were from the mere bare offer, the producing
a reduction on the amount of the head-money so paid.
Not long after that, if I do not misrecollect a reduction if I understand recollect right and
actually taken place a reduction and that no inconsiderable one, amounting to
several thousands a year, did actually take place. If then I
be am right in my conception, that upon receiving any such a proposal
it was the duty of gentlemen in office to make that use if it any
such proposal
(supposing it of a nature to be employed
with propriety to that purpose) I can not be very wrong
in my inference that such use was actually made of it: and
unless the reduction in question can be distinctly turned to the
sole operation of a different cause, it was may perhaps, in the
opinion of the Committee, be thought justly referable to this:
and in this case, the mention I have made of the land that was purchased by with £12,000
in question, as that which would content me, may perhaps
appear the less unreasonable.

Mr Bentham to the Right Hon. W. Pitt 23 Jany 1791. Extract. Conclusion.
"Next to the honour of serving the public will would be the satisfaction
"of seeing it well served. Should the Manager be rejected, the
"plan of management, or at least the plan of construction, may be
"accepted.—Or, if you prefer the Hulk discipline, this offer
"may preserve it to you on better terms."
