First and natural
idea, one per County
prompt objection,
such a County would
send by 8 or 6.

For the purpose of extending the provision all over throughout the other counties
the first one idea if I understand aright that presented itself,
were to give at a Penitentiary House in each County. To this
idea an objection and that a peremptory one was opposed, viz.
by the observation that in this or that county the number
of convicts annually furnished would not amounted to were there
8 or 6.

that counties
may be engaged

Thereupon came the idea of endeavouring so to order matters
that in such a case the divers Counties should make
viz. counties contiguous to one another in such numbers
as should suffice for the erection of a Penitentiary House of
a competent size whatsoever should be deemed that competent
size. But thereupon again came the idea of the difficulty
of engaging the County local authorities to join in an arrangement
for any such purpose.

As to sending the Convicts for to the metropolis the
before convict population of the distant counties, upon that idea that was
supposed to be negatived a peremptory negative, and that a peremptory one was supposed
to be put either by the expence of conveyance above, or by
the accumulation that would thereby be made which in the vicinity
of the metropolis would thereby be made of their sort of population
not only during confinement, but after confinement—viz. after the
expiration of their respective terms: if not by either of those considerations,
at any rate by both together.
