Letter IV

If in this state of things abuse transpires, the case is
looked upon as desperate, and the fault blame is laid upon the
corruption of human nature bears the blame.

We have done, Gentlemen All that can be done
say Gentlemen say, has been we have done. No you have
not done all that can be done: what you have done
is not nothing simply/: no: but it is still worse. What you
thought to do is to set up a bar to abuse: what you
have done is to set up a screen to it.

Be the abuse what it may, that is the last security
against it which affords the most will be good/efficient in proportion to the amplitude of the
means and the assuredly efficient efficiency/potency/force /force of the motives for the that operate/apply
towards the prevention or correction of it.

The means will be as the degree of openness of the
given to the service management that pass in the prison: the motives
will be efficient in proportion to the nature
of the motive, in the instance of each person
and in proportion to the number of the persons on
whom they operate.

The Panopticon plan or constant inspection plan of construction
is the only one which affords the possibility of
rendering the management in any considerable degree open.
