Suppose Merely for demonstration, suppose putting a certain
number for an uncertain, suppose three the required number of County Panopticons
requisite each capable of accommodating 200 pris convicts
of both sexes: one for the West, one for the North and one
for the East. After dividing the Country for this purpose into districts, let Government
at the national expence as it fills Hulks and colonizes, and fills Hulks build a Panopticon in and
for each: that done it might then, as it should be advised either let the expence lie
upon the public at large, or reimburse the public at the
expence of the contributors to the County rates, that is the
Poor Rates: if it depended upon me, for my own part I should not hesitate.

For my own part I can not entertain a doubt
but that with the benefit of the Panopticon plan under tolerable ordinary management—under such as any
reasonably expected, public expence on this account this article of expence might would one day
be struck off altogether: for and that the value of an average
convict would instead of being now negative, and that
in so large a quantity, would become positive: and that
in time even the expence of building, always supposing it to be upon
this frugal plan, would be reimbursable from this source.

In all countries, antient and modern, slaves forced labour if not
a suitable with propriety been in an actual article of property source of wealth

forced servitude, the unproductive included as well as the
productive members; and this without the benefit of any
such instrument of economy as the panopticon principle.
In the a Panopticon the inhabitants would not indeed be
liable to be apprized and as out of it all men are who
are in a state of forced servitude: but for to the faculty of
extracting from their men's labour the maximum of profit, the faculty
of ill-treating though the faculty of ill-treating them
i.e. of inflicting on them causeless and needless suffering were
altogether taken away, the power of extracting from them the their capacity for
labour the maximum of profit would still remain in undiminished
form.
