Part II
On this occasion if there be any limitations—if there appear
to be any ground for option, the option will be between what
I will take beg leave to the two modes shall I will beg leave
to distinguish by the appellations of the open mode upon the
large scale, and the close mode upon the small scale.
Under the denomination of the close mode upon a small scale all
the prisons for correction as yet in existence may be comprized: it this is the mode
The close mode upon the small scale is that which I have
been combating; the open mode upon the large scale is that which
I have been defending advocating.
If in the opinion of the Committee the reason which I have submitted in opposition to
the close mode upon the small scale and a defence of the open
mode upon a large scale should prove in themselves satisfactory, they
will not I believe find any in the objection they have just been
find any thing capable of outweighing them.
The expence of conveying the convicts from a distance
is an item which has as good a claim to be carried to account consideration as
any other can have. But my calculations and my expectations
must be erroneous indeed, if the account of this expence will be any
thing comparable to the difference between management upon a
scale and management upon the large scale here
recommended. The expence of conveyance is an expence
measured once for all and the amount of it will not be the greatest
distance from the receptacle in question but only the average distance.
The expense of maintenance is a constant expence. The expence
of construction—i.e the difference between construction upon a
any proposed small scale small and construction upon a proposed a large scale is indeed but
an expence once paid, but in comparison of the expence of
conveyance abovementioned it is a most gigantic one.
