Under the existing contract
in two years the
Panopticon principle
would be in exercise.

As to the central inspection principle, that there should
be any person to whom upon reflection its superiority over
every other plan should appear dubious questionable, is more than I
can bring myself to conceive the conception of. If the existing contract be
not rescinded viz. declaredly or by the continuance of the
existing inaction virtually rescinded, one such
capable serving in case of success as a pattern, and at
any rate as a standard of comparison, will in two
years at furthest, be in exercise.

But in the should the proposal for the temporary transfer

If there be any thing that remains dubious, it must be If any doubt still remains hanging over the business

But in the mean time should the proposed temporary proposal for a temporary

Session is near its close—I should hope even before its

individual one object comparatively speaking of no importance,
if the fitness or at least the capability of the plan
of management would a judgment might already be formed
upon sufficient evidence.

Supposing any tolerable degree of success to attend the experiment
thus made, would it not be a pity matter of just regret if, that any advantage
that were capable of being derived from it, should were be lost?
