In the country, in a case in which so much depends upon
the public eye, and thence upon the goodness of the local public, most towns
affording as it would be deemed to afford the best not merely the largest public but the best species of
public seem to claim the preference. But supposing
this fixt upon as a principle, let not the any application
be made of it, till the experiment had been tried. Before
experiment, every each place might shrink from it: after
experiment, many might even court it, and enter into
competition for it.
If it should Should it be the opinion in the first place of the Committee
and thence in the next place of administration, that in the event
of success, the plan of doing the business in the open mode
and upon a large scale and on account of Government
would be productive of a very large saving to the Country
taken altog altogether, surely it would not be the determination
of Government to it to the Counties County authorities to carry
it each of them to carry it into execution or not, and if yes, upon an indefinite variety of disorders at a vast encrease
of expence, as well as to a vast disadvantage in all
other respects points.
