Panopt. Convict Apprenticeship Exemption Bill

A Bill for the more effectual encouragement promotion of
profitable useful labour on the part of felonious felons and other transportable Convicts in places of
that part of Great Britain called England.

Whereas his finding of profitable useful and profitable employment for confined Convicts
while remaining in in a state of confinement is an matter object
which though highly desirable is attended with much many
difficulty.

And whereas if the laws by which notwithstanding the Statutes concerning Apprenticeships persons engaged
in his Majesty's service in a Military or Naval
capacity have been from time to time been allowed admitted to the free exercise of all
and all manner of trade—lawful trades and occupations
capacity are exempted from notwithstanding
the statute concerning Apprenticeships
were extended applied
to the case of such Convicts the difficulties such difficulty might
in some instances in some degree be removed or lessened.

And whereas in divers times and places within England
prisons places of confinement have been either erected
or improved and in divers other the same or other towns or places divers other
such places of confinement may hereafter come to be erected or improved fitted up/adapted to an
for the special purpose of finding profitable and affording profitable and useful
employment for such Convicts during their confinement as well after the expiration or
during the continuance of their such confinement divers places of
confinement have been and divers other such places
may come to be erected or fitted up,
