Panopt. Convict Apprenticeship Exemption Bill Reasons
On behalf of the a Bill for the more effectual promotion encouragement
of useful labour on the part of felonious
and other transportable convicts in England.
1. Whatsoever may be thought of the efficiency of it
the innoxiousness of the provision in question must can
not but be apparent on the face of it.
2. To all such persons by whom the Statute of Apprenticeship
giving the monopoly of divers trades to those
who have served as apprentices to those trades is
regarded with disapprobation, the exemption in
question as far as it goes can not but be regarded with proportionable
approbation.
3. To Those by whom the policy of the restraining Act
in question is regarded with most approbation
so minute exception a defalcation what as it is here
proposed to make from the extent of it can hardly
be regarded with apprehension.
4. The persons who either in the character of Soldiers
or in that of Mariners in the King's service actually are in actual
possession of the benefit of an exemption from that Act
are in number abo between 4 and 5,000,000.
The greatest number amount to which the number of the
class of persons here in question can never be expected
to rise is by so much too small to enter into comparison
with the above any such number as above.
