But if either perpetual, or viz. either by express enactment
or in effect, here is made beyond comparison less irksome
by which a man may purchase for himself
this benefit. He enters either in as under §.4 the army,
or under §.4 in the institution as in a corps of females for to
those branches of the military profession as the benefit
extended in by p. 4 of the abovementioned Statute.

But from one or other of these branches of the
military service for a moderate cause to discharge may
always be obtained.

In any Mutiny Act would the clause in question be
found to be omitted? To the account of oversight would the
omission, it should with be much more probability placed
than to any other. For in so far as to this benefit is omitted fails if
it happens to be omitted, in so far the only effect of it
which can consistently be termed deemed a beneficial one
fails of being produced.

Merely To narrow the application of the Apprenticeship
Act, can scarcely have on these occasions been the object
of the legislature: compleat repeal would in that case have been
the remedy, not any such partial and general defalcation.

Will it be said that it was to prevent the fraudulent use in question
that the exemption in question has thus been kept in
a partly retrospective state, kept from being put onto a upon
the footing of the ordinary prospective Act?—If so, then
in so far as this object has been pursued, the other object
the only object in which the accomplishment the beneficial influence of it depends
has been relinquished and pro tanto frustrated.
