Reasons

Whether it Be it which it may upon a ballance
stick which it may, a benefit or an inconvenience
no name can be given why it should in a greater
proportion apply to the modern than to the antient trades
if it be a benefit as many ought to be let in for
their share of it as possible: if it be an inconvenience,
no one ought to be loaded with an extra share of it
more than another. Be it then a benefit or an
inconvenience, in proportion as upon one to either of these classes
a greater share is applied than to another the other,
an injustice is done to the one or the other is done.
In either case the effect, of the provision here proposed
the effect of it, if it has any, or to diminish the ammount
of this injustice.
