Should it be be pressed upon me, and insisted upon (which I hope it will not be) that
I desired at present, and prev or antecedently to any Report made by the Committee
I should set about making the necessary enquiries and calculations,
this is what a task I should beg leave to decline, [and for the
following reasons.]

1. For the purpose of determining the l eligibility of the plan,
