All this while, upon the face of the questions that lie
before me the alternative which I see is — not between
the number of 1,300 persons that would be composed of
the agreed-on number of males, viz. 1,000 and the now
proposed or supposed additional number of females, viz.
300, but between a total no more than 1000 (whereof
300 females, having 700 males) and a total of 700, whereof
300 females, having 400 males.

The proposed reduction being so considerable, looking
out for the reason — what I have been able to collect is
an apprehension about safe custody, in respect of the
numbers and the vicinity to the metropolis.

On this subject what I have said elsewhere and in
print, there can be no need of repeating there. If it has
had the honour of being read the result must be
that it has not had the good fortune to prove, at least
for the present, satisfactory to the gentlemen here in
question. Nothing that is in my power towards rendering it so shall be
wanting.

Let but room sufficient for the numbers agree on
viz the 1000 males (plus the now proposed 300 females)
be provided — let but a possibility of coming back to the agreement
be preserved, the immediate fulfilment shall be
waived.

I hope Honourable Gentlemen will not insist on precluding
themselves from the possibility of seeing the agreed
on number provided for on this plan even though by themselves
it should be ever so much approved. — In good faith is
there any thing so mischievous or so odious, or in economy,
if economy be adverse, any thing so much superior to
good faith, that Gentlemen should make a point of rendering
