scales on the smallest as on the largest, and the fund
for which being to decrease in exact proportion to the
numbers expressive of the three scales, a proportionable
supply would be to be provided: the amount of this supply,
it being to be provided at the public expence, would give
the degree of disadvantage which, in point of economy
would be the respective results of the two several reductions.
Upon the standard scale numbers expressive
of the source of supply, 1000: upon the two several
reduced scales, numbers expressive of the source of
supply, 700 and 400.
Note, that, in case of the proposed addition
of female prisoners, an official establishment composed
of persons of that sex would also be to be added.
I have spoken of 2,000, as being, without impropriety,
capable of being taken for the standard number
with preference to which any proposed lesser scales
may be termed reductions. My reason for speaking thus is
as follows.
The numbers agreed on as per Contract in 1795 being
1000, on the 25 March 1800 it was that I received a Letter
from the Treasury, mentioning the concurrence of the Duke
of Portland (then Secretary of State) and "acquainting" me
(such are the words of it) that the proposed building of
a Panopticon is to be calculated to accommodate 2,000
persons.
The date of my first proposal is 15 Jan.y 1791
Here there had been nine years and upwards passed in
consideration, or at least applicable to the purpose of consideration
