"and other articles for the use of the prisoner can be must" (says
the question) "be furnished, by Act of Parliament, by some
"other party than the Governor or Keeper, does not the circumstance

"his servants furnish some security that the prisoners
"shall be properly supplied? – and what" (it is added in
the same question) "would the public have under your contract
"as a substitute for that security?"
