The sham security encreases the expence.
2. Another answer is – that as far as concerns the security
afforded by the eventual evidence of Servants, it matters
not by whom the articles are furnished: whether by
a person other than the Governor, or by the Governor himself.
The end in view and the sole end in view, is that the prisoners
may not be injured overcharged in respect of health and comfort
or overcharged. The exclusion put upon the Governor is
not itself an end: it is but a precaution employed in
the character of a means with reference to that end.
The prisoners are they thus overcharged or injured? In

Evidence to this effect is just as likely to be obtained from
the Governors servants whether he be any other person be
or whether he be himself the furnisher: or if there be any
difference it is where he is himself the furnisher that
