Against abuse in whatever shape quantity and in whatever
shape it may happen to it to creep in, there is but one effectual security, and that is the
scrutinizing influence operation scrutiny scrutiny of the public eye, the influence efficiency of which will be
the greater, the greater the number of the persons be in
who bear take a part in it.
In proportion as this security fails of being applied,
every other security is exposed to the risk of rather
doing more in the character of a Service, towards the continuance to the protection
of the abuse, than in the character of a bar, to the exclusion
of it.
This, true or untrue, if it be true, will not be deemed to be a most
important and extensively applicable and thence a most important principle in in
political economy but in government at large in general: and whatever
it be, true it was that it was by this principle that the
idea of the Panopticon plan of scho architectural construction
was suggested.
