Thus it is that in every case – and in every each case, if
he have but common prudence, without committing himself, it
in the power of every such Ga Jailer under contribution to lay every dealer
tradesmen with whom any of the prisoners have dealings: to lay them
under contribution, and thereby exact from them in some
shape or other an undue advantage for himself.

As the to the shapes which it may happen to such sinister advantage
to assume they are as various, as to the purpose here in question,
the difference between one and another is immaterial.

The simplest shape is that where the dea an account is
kept and the Governor has a percentage upon the price or
profits of the dealers. The This is a kind of partnership.

The next simplest is where the Dealer Governor has receives a periodical
sum certain: leaving to the Dealer without account such
profit as he can make.

Where the profit advantage to the Governor assumes any such shape as either of the
above, it is may be liable not in its nature exempt from the capacity
of being made known by brought to light; on an investigation to a judicial purpose, by evidence:
eventual consequence, if not punishment under the name of punishment, removal
from the office.

not reach.

The Governor gives to admission to the goods of a certain dealer the the custom of the House to the
exclusion of every other, on condition that relative a son or brother or other of the dealers
gives his custom or gives a to a relation or gives an advantage in any
other shape and too the amount required, to a relation of the Governors: or the Governor the advantage being received in the shape of powers in return for pecuniary profit receiving
power, the Governor trusting to some parliamentary patron for protection
against all attacks, exacts in favour of the such patron the dealers
vote and interest. An abuse which for
such a length of time
had been alike ordinary
and remediless would
not have had existence,
if the theory thus brought
to view had not had
its root in practice.
