If, as above, so it is that the profit to the Governor comes to
him not in a direct shape, but under circumstances
favouring, in this or that indirect shape, so it may be that
the prisoner is not overcharged nor in any other shape injured.
If what in the eyes of the Governor is constitutes an adequate
retribution is not capable of being received by by him in any other shape
than money – he may a it is not necessary that, for the
Governor reaping his advantage, his soever the
prisoner should be overcharged. But if whether from want
of favourable circumstances, or want of refinement on the
texture of the Governors mind, the no shape but this gross shape
will serve, then so it is that for the reasons first above given
the prisoners must be overcharged.
