Seeing this as a service there is in every in which so
far from checking and diminish the tendency of the
supposed security seems rather to be to give encrease
to the abuse.
Had he himself the furnishing of the articles the allowance
given to whatsoever ordinary profit might fairly be made
upon the articles would to the extent of it exempt him the Governor
from the necessity need and consequently thence from the temptation
to exact excessive profit upon those same articles.
But, by being given to another this source of profit is taken from him. At the
same time another source of profit, how far so ever from
being a fair one, is in fact open to him: viz. the profit
capable as above of being made by coming to an
understanding with the other person or persons by whom
the articles are to be furnished. For less than ordinary
profit these persons can not, any of them, be reasonably expected
to furnish their respective articles. If then the Governor
desires for his own part share the Governor derives any profit from the connection,
of what must it such profit be composed? It must be composed
taking accidental (taking accidental share means of remuneration from other sources), it must be composed of an extra price set by the
dealers upon those same articles by the dealers. If an extra
price, and consequently if an extra profit – are made
a mass of undue profit derived at the expence
and to the prejudice of the prisoners.
