After the more serious mischiefs evils that have been stated brought to view
as flowing from the application of this false , the
uneconomicalness of it is a mischief that may seem
severely worthy of regard. Whatsoever it may amount
to, it known from however as their addition to the
mass of evil. Were it not for the protestation put upon this
source of retribution it might the profit whatever it
may be that might be honestly and derived from this source
would be to account, and be accepted by the prisoner
either if not for the whole of his remuneration, at least
for a considerable part of it. This source of profit being
cut off, a substitute must be found for it. What is
this substitute? Salary: a Salary, or so much men of
salary furnished at the public expence.

In the Hulks it was of the mass of every , by the advantage derivable from this source
that the whole of the remuneration allowed to contracting managers was, and I suppose still is composed.
