By To a question of the nature of that for which I have
the observations here submitted are designed to help present an answer
as far as they go an answer, the case of the
Hulks: and the manner in which the inhabitants of these
receptacles are furnished with the like necessaries, will
naturally enough be suggested. hardly be termed irrelevant.

In the case of the House of Correction, the furnisher of
each art sort of article is one person, the Keeper Governor of
the House establishment is another. But in the case of the Hulks, they
are in and
unless there should be some recent provision
to the contrary which I am not aware of, they are one
and the same. Whatsoever may the security afforded
by the
in which in the case of the House of Correction
a sort of reliance appears on the face of the question to
be placed, in the case of the Hulks it is altogether
wanting. At the same time in the case even of the closest House of
wanting Correction, the difficulty of obtaining admittance with
a view to inspection is as nothing in comparison of that which be I am certain did
now exist, and I
suppose still continues
to exist, and indeed
from the nature of the
case must ever in great
part continue to
exist, in the case
of the Hulks.

What degree of importance may have in the mind of
any gentleman by whom this question was suggested, have
been attached to this supposed security I neither know
nor is it any bus does it belong to me to enquire. But
if there be any gentleman to by whom the sort in question is
regarded as being of the number of those securities which in
the case in question ought not to be dispensed with, what
seems a necessary consequence is that in the view entertained
of the matter by that same gentleman, either this same
security ought to be applied to the case of the Hulks, or the
Hel Hulk establishment ought to altogether be discontinued altogether.
