To conclude. Of this supposed security it seems too much I would not it is more
than I would undertake to say to say that there are no possible cases in which it is capable
of doing good – or even that there have been
no cases in which it has done good.
But considering it as being upon the whole likely
to do more harm than good, and considering at the same
time how considerable the certain expence is which must in every
case be incurred, for the purchase of so supremely
a ballance on the side of good, I see not his
even setting aside any advantage that may be expected
from the Panopticon principle – and considering it as a
question whether in the case of a prison managed in
the hitherto prevalent mode viz. the close ends upon the small
scale, the I see not here the question whether to shall this supposed security adopt this
to or be not adopted supposed security or reject it? could without impropriety
be answered otherwise than in the negative.
