If It will not, I am inclined to think, be attributed
altogether exclusively to self-partiality and self-delusion, if the
opinion be avow in the character of a general principle
it be advanced that the hands in which an
an invention – speaking of inventions in general – especially an invention so comprising
such variety of detail, would present the fairest
chance of success – are in the hands of the inventor.
But be those hands deemed incapable for
no matter for what reason, deemed from what cause pronounced irremediably
unfit – be they, as very soon as they must be finally rendered paralysed chilled
by death, still I will venture to say, this is the only
plan in which any⊞ ⊞ such large number
of persons as that
in question, maintained
at public
expence, and in
circumstances which
render inspection
necessary, number of persons, large of the proportion in question, maintained at
and with need of inspection, maintained at public expence ought ever to be maintained: and
at such a will I venture to state the its superiority
in the scale of eligibility, that thus under the short lease
incapable capable hands in which any such public establishment would was
ever be placed, the management would I say be better
conducted in all points upon the plans, than under
the most capable and fittest hand that could be found
for it it could possible be in the very best plan as yet in use: – or in
short in any other plan that the nature of things the cost
admitts of.
