on the ground of good faith, but moreover in
the expectation of seeing it proved by experience
to be preferable upon the whole to any other that
has come or is likely to come in competition
with it : and accordingly, that the evidence of
experience may be collected in the speediest mode,
to recommend the establishment of the temporary
receptacle for females, in some such mode as that
which, in my proceeding address to the Committee,
I took the liberty to propose.
There must then being assumed — (and if the
assumption be erroneous what follows cannot, it
must be confessed, present any claim to attention)
— thus much, I say, being assured — including the
propriety — not only of the plan — in so far as conveying
the number of specified by the Contract, but the
propriety of the place, which, for that number, has,
in part performance of the Contract, been provided —
remains for consideration the case of such fit objects,
if any, for the Penitentiary system, as may come
to be found existing, over and above that number.
For such of the Convicts, whose conviction shall
have taken place in London or Middlesea, with or
without the addition of a few other Counties many
contiguous to the Metropolis, such as then for instance
which are comprised in the Home Circuit, the provision
above mentioned+made by the existing Contract may, it seems to be supposed,
suffice. on
