Of the effects of the open mode upon the large scale
—of its effect, as well on point of expence as in point
of goodness of management in other points — the experiment
may soon be made: it rests with the Committee
to recommend the making it:— it rests
with Administration to make it:— to have made
it,—within a twelve month.

Of the effect of the close mode upon the small
scale,
it rests with the Committee to collect the experience
which practice has furnished:— to collect the
experience,—not only in point of goodness of management
— a topic of no small intricacy, but, what
(I should submitt) would, as being much less exposed
to controversy, be much more conclusive,
the effect in point of expence: and in particular,
that portion of the expence, which would be by
much the most easily and promptly obtained—
the expence of building, stocking, and official establishment.

1. Improved prisons, so many—what under
these several heads has been the expence of each?
2. Upon the plan of management to which it was
adapted — how many, upon an average, how many
at a maximum — has it been found to hold?

An enquiry to the above effect — the more material
& useful, in my humble view of the matter it
promises to be, the stronger of course my expectation,
to find that it has been, or is designed to be, among
the operations of the Committee.
