any delay, to any recommendation which it might
be thought proper to give, in favour of the proposed
experiment. Between the time of the making such
recommendation, and the time taken for making
the comparison between the two modes of construction
and management; after such continuance has been

sufficient all this time would remain open
— open, I mean, for the collection of the simple

All this while, the grand difference (it will
