Nor, if not yet made, need any such enquiry oppose
any delay, to any recommendation which it might
be thought proper to give, in favour of the proposed
experiment. Between the time of the making such
recommendation, and the time taken for making
the comparison between the two modes of construction
and management; after such continuance has been
given to the experiment as shall have been deemed
sufficient all this time would remain open
— open, I mean, for the collection of the simple
and as it should seem not difficulty collectible,
documents, that have just been indicated.

All this while, the grand difference (it will
be obvious enough) is, — not between a set of Panopticons
all in the Metropolis, and a set of do.
one in the Metropolis, another or others at a distance
from the Metropolis — but, between a set of Panopticons
on either plan (i.e. a set of Penitentiary
prisons in the open mode upon the large scale)
and a set of Penitentiary prisons in the close
mode upon the small scale.

As to the close mode upon the small scale,
after so much as has been said, as well as written
on the subject of its supposed comparative ineligibility,
I know not whether the question respecting
the feasibility of it will be thought worth
touching upon.
