* But if we throw upon the national fund upon the
fund of the United Kingdom, the expence of this
part of the Convict Expence of England, town & country
together, by the same reason, (it may be said)
ought we ought we to throw upon the same universal
fund the like expence, not only the for Scotland
but for Ireland: and to how large an amount
would this increase the charge!
Obvious as the objections may be, the answers are
no less obvious.
1. First taking the matter upon the footing of precedent,
upon this universal fund is already thrown, and
this without any the smallest objection any where,
the expence of each part of the Convict population
of all three kingdoms as is sent to colonize: and of the
total of the convict expence, this colonization expence
will be found to constitute considerably the largest
share.
2. Then as to reason, utility and justice. If upon
the whole it should be found that the Panopticon
system is upon the whole the more beneficial system
— goodness of management and cheapness taken
together, it is only upon the supposition that the
two minor component kingdoms are not parts of
the United Kingdoms — or, that being parts of it,
they have not the same right to good government
that the major kingdom has that — it is only on one
or other of these two suppositions, that the need of
the mass of expence necessary to the giving to these minor
