To the Right Honourable Lords Commissioners
of his Majesty's Treasury
The Memorial of Jeremy Bentham
of Lincoln's Inn Esq:r humbly sheweth —
That in consequence of a Proposal originally
given in addressed to the Right Honourable William
Pitt on the or about the 23rd of Jan of 1791
and afterwards with some variation, resubmitted on or about
the 18th of March 1792 a treaty was carried on
by Evan between with your Memorialist and by
Evan Nepean Esqr: then his Majesty Under Secretary of
State for the Home department by the authority
of and with the and under the directions
of the said Mr Pitt and the Right Honourable
Henry Dundas then his Majesty's Principal
Secretary for the said department, for touching the setting
up a Penitentiary Establishment at the expence and under the direction of your Memorialist for the confinement
and employment of convicts, upon the a certain
spot at Battersea Rise in the Parish of Battersea under the authority
of the Statute of the 19th of his present Majesty
Chapter 74 had been appropriated to the
said purpose
of a Penitentiary
That in consequence of the course of the
