The contents of Box 118 reflect the growth of Bentham’s frustration with his prison scheme from 1794 up to 1812, particularly regarding the difficulties of finding an appropriate site for the Panopticon and with dealing with the members of the government whom he thought were deliberately obstructing his endeavours.
