to operate perform what the Act requires, you do not make your choice
as soon after the passing of it thereof as conveniently may
be. In va vain would any one say to your
Lordships, Wait a little, and so so I'll shew
you a better fitter spot; – a fitter spot does not
exist: a spot as convenient and proper the
Act supposes may possibly be found: but of a
spot still more convenient and proper it does
not so much as admitt of the existence.
What the Act then requires of your Lordships is to
do one or other of two things, and that as soon as
conveniently may be. The one your Lordships are surev
you can do, and that with the most perfect convenience,
the instant this Memorial shall have been
read: the other your Lordships can not be sure that
you can do at all: you are pretty sure that you
can not do it at all: you are morally sure have great reason to apprehend that
if you could do it at all you could not do it for years,
and nobody can say how many years. – Can your
Lordships hesitate?
