observed, that your Memorialist confines the demand,
to the Estate already appropriated to the Penitentiary
system, under the original act. The Act of the last
Session, under this head, gives your Lordships an
option, it is true, between the Land aforesaid
and "any other convenient and proper spot
"of Ground" situated within any of certain counties
therein referred to. Your Lordships being not
the less at liberty to fix upon the Land aforesaid,
and thereby adhere to the appropriation so long
ago and deliberately made, it is your
Memorialist's humble hope and firm reliance, that,
upon your Memorialist's humble application, and
forasmuch as such adherence is not objected to, unless
it be on the part of a certain description of
Persons, whose objections have been already overruled
by competent authority, your Lordships will be
plased to fix upon the said Spot without waiting
to look out for any other.
To facilitate that degree of dispatch which
on every account is so desirable, it seemed to
him that his best course would be, to render
the Business ripe for your Lordships decision,
as far as depended upon him, in the first
instance, by stating the Considerations which
confine his hopes and even his capacity of
