Spot. Administration has not been precluded
by Parliament from fixing on that Spot: your
Lordships therefore, pursuing the Plans and executing
the Engagements of Administration, stand Engaged to
confirm the choice.
That the faith of Administration stood
pledged in this particular, will hardly be denied.
The continuance of the appropriation that had
been made of the Spot, stands first among the
Articles of which the Treaty was composed: the
decession to this Article stands in the Margin of
the Paper in the hand Writing of Mr. Pitt or Mr.
Dundas: in every Stage from the first to the last
the adherence to this Article was all along supposed
on both Sides: no Objection was ever made: in
short it was for the purpose in the first Place
that the intention of Administration to come to
Parliament was announced.
Once, as your Memorialist remembers, it was
hinted, that if there were any other spot
that he preferred, he need not conceive himself
as precluded from the Change. Ignorant enough of the
Topography of the Country, he had not been
unattentive to the history of the Case. The
four Counties might have swarmed with Spots
