some more necessary a use, than the giving it out
in indemnifications for voluntary damage, might
be found for it. But if I am wrong in this, and
money must at any rate be given out to quiet matters,
the persons on whom it might be bestowed,
I should conceive, with most economy as well as
propriety, are, not myself, who am so perfectly
contented with the provision so long ago made by
the law, but rather the gentlemen who are discontented
with it. Were a number not more than
half a dozen of them, for example, picked out for
this purpose, and picked out with due selection, I
would venture to undertake, Sir, there would not
be a man left who would ever give you my
