Commissioners of his Majesty's Treasury
The Memorial of Jeremy Bentham of
Lincoln's Inn Esq:r humbly sheweth —

Treaty, between Memorialist & Administration,
wanting nothing but signature.
That in consequence of a Proposal originally
addressed to the Right Honourable William Pitt
on or about the 23rd of Jan:y 1791, and afterwards
with some variation resubmitted on or about the
18th of March 1792, a treaty was carried on with
your Memorialist, by Evan Nepean Esq:r then
Under Secretary of State for the Home department,
under the directions of the said Mr Pitt
and the Right Honourable Henry Dundas
then his Majesty's Principal Secretary for the
said department, touching the setting up a
Penitentiary Establishment, at the expence and
under the direction of your Memorialist, for
the confinement and employment of convicts,
upon a certain spot at Battersea Rise in
the Parish of Battersea, which under the
authority of the Statute of the 19th of his present
Majesty Chapter 74 had been appropriated
to the said purpose.
