Even had "proper" been the only word, the conclusion
would have been still the same. In a spot which was
not a proper one, a person, standing in the relation
of your Memorialist, might find it physically impossible,
for him to carry into execution any engagement
he might enter into for the purpose. On a
spot which appeared to him, to a certain degree, not
a proper one, it would be a breach of probity as well
as prudence to take upon him any such engagement.
Could he be called upon to engage for maintaining
prisoners, on a spot where in her judgment he could
not keep them alive? — on a spot, where the means
he could collect would not suffice to keep them?—
on a spot, where (as was the case on board the
Hulk at Langston Harbour) every sixth man of
them would die in the compass of a year? On this
ground alone therefore, if there were no other, your
Memorialist, supposing a new spot to be proposed,
has, by the very nature of the predicament in which
he stands, a necessary negative upon the choice: &
this negative he humbly begs leave to exercise once for
all, upon every other spot that has or can be thought
of.
Your Memorialist would not be much surprised,
if, in consequence of one of those misconceptions, into
which, where the affections are engaged, we are so apt
