appointed for the originally intended Penitentiary
House. It was the opinion of every
Committee of the House of Commons that even sat
upon the measure. It was the opinion of Mr
Howard, of Mr Whately & of Dr Fothergil who
delivered it into the bosom of Mr Howard sealed
with the dying breath of Sir William Blackstone.
It was the opinion of Sir Charles Bunbury, Sir
Gilbert Elliot & Dr Bowdler, and by whom the
present spot was selected for this cause: it was
the opinion of the Committee of 1784 of which
Sir Charles Bunbury was Chairman: and in
whose Report among the advantages which recommended
the spot in question to their repeated &
maturest choice it occupies a distinguished place.
IT is or at any rate very lately was so much the opinion
of Sir Charles Bunbury that after perusing
the paper before submitted to you, Sir, in defence
of this very choice, he was pleased to pronounce
